Increasing Spanish Fluency?

I am a Senior in High School and I have taken 3 long years of the Spanish language. I have a great understanding of it, however, I cannot speak it off the top of my head in a general conversation. I have the drive to study deeper into more than just rules and grammar, but I do not have the money for a course that is not free. Does anyone have any good free sites that I can study up on or any tips?
